He made the remarks in the forum "The Day of Victory" which was held at Khajeh Nasir Toosi University, Tehran, on the anniversary of capturing the US spy drone.
Hajizadeh said all the intelligence from the drone has been completely decoded and extracted and the technicians know each and every mission it carried out.
The stealth drone was downed by Iran last December by sophisticated cyber attack.
"The decoding revealed that the drone had not been planned to monitor Iranian nuclear program as the US made it as an excuse for hostile practices," he added.
Revealing some of the data taken from the aircraft's intelligence system, the commander said US President Barack Obama had told the Israeli officials that the drone was tasked with spying on Iran's nuclear program, but the experts found out after decoding that the drone had not performed even a single mission over Iran nuclear program.
The aircraft is among the highly sensitive surveillance platform in the CIA's fleet that was shaped and designed to evade enemy defenses.
The drone is the first such loss by the US.
The RQ-170 has special coatings and a batwing shape designed to help it penetrate other nations' air defenses undetected.
The existence of the aircraft, which is made by Lockheed Martin, has been known since 2009, when a model was photographed at the main US airfield in Kandahar, Afghanistan.

Tehran, Dec 10, IRNA -- Commander of the Islamic Revolution Guards Corps Aerospace unit Brigadier-General Amir Ali Hajizadeh said on Monday Iran has completed decoding data from the US advanced RQ-170 Sentinel stealth aircraft captured last year.
