Mohammad Dehqan attended the ceremony on behalf of President Ebrahim Raisi, according to a Saturday report by the IRNA.
He also met with officials from Nigeria, South Korea, Venezuela and Senegal on the sidelines of the ceremony.
Nigeria’s foreign minister had come to Tehran in August 2021 to attend a ceremony in which Iranian President Ebrahim Raisi took the oath of office.
