President Raisi laid a wreath of flowers and signed a memorial book as he visited Simón Bolivar's tomb.
Simón Bolívar is known as the leader of revolutions in South America in the 19th century and is credited for saving people in Venezuela, Bolivia, Colombia, Ecuador, Peru, and Panama from the colonialist policies of the Spanish Empire.
On the first leg of his Latin American tour, President Raisi arrived in the Venezuelan capital Caracas on Monday.
The visit is aimed at expanding political and economic relations between the two countries.
Raisi is also to visit Nicaragua and Cuba as part of the four-day tour.
