Rescuing JCPOA via collective mission

Tehran, May 22, IRNA - Following the departure of the United States from the JCPOA and the White House's obstructions in the way of its implementation, tangible and substantial steps were not taken by the members of the deal to rescue this agreement; an issue that ultimately, pushed Iran for some of its commitments.

The US, as an actor incompatible with JCPOA, eventually left Iran's P5 + 1 nuclear agreement last year in May. While JCPOA is exponentially in need of the integration of members and the adoption of a reciprocal approach against President Donald Trump’s avarice, but in reality it has not been realized yet.

The Foreign minister Mohammad Javad Zarif discussed the issue a few days ago during his Asian tour of four countries in Turkmenistan, India, Japan and China. Among those countries, China as part of the P4 + 1 group, is becoming increasingly important in Zarif Asian tour.

A significant part of the talks of the Iranian Foreign Minister in China was devoted to a nuclear deal, and in his meeting with the Beijing authorities he called them for taking tangible and practical action to save the JCPOA.

Iranian FM also urged the need for global contemplation and cooperation to confront Trump's unilateralist policies, saying, 'Iran and China must contemplate and work together to maintain the multilateral order of the world and prevent the imposition of unilateral order.'

Apart from being a member of the JCPOA, Beijing is one of the main buyers of Iran's oil. The United States' maximum pressure policy on Iran, which includes 'to cut oil exports to zero', has not been unaffected by Tehran-Beijing relations.

Zarif, in talks with his Chinese counterpart, emphasized that 'Iran's interests must be met in the JCPOA and Beijing should take practical steps towards Iran's interests if it wishes to maintain the JCPOA'.

Exports of Iranian oil to major buyers such as China in the post-JCPOA space increased dramatically, and even with the withdrawal of the US, the deal remained thriving due to oil exemptions for eight major Iranian oil buyers.

According to reports from the Chinese Customs, Beijing in March purchased 541,100 bpd of oil daily from Iran, showing an increase of 31,400 bpd compared to a month earlier (February).

After the termination of six-month oil exemption and Trump’s avoidance to extend it, China was one of the first countries to protest the measure. Over past few days, some sources have said of China has cut and halt purchases of oil from Iran, which, if verified, would point the finger of the world to the leaders of China that despite the fact that Beijing is a member of the JCPOA and the ongoing political support of the nuclear deal, they have not taken a practical step in thwarting American conspiracies and saving the JCPOA.

The other part of the JCPOA rescue mission rests with its European parties, including Germany, France and Britain, who have not taken tangible steps in this regard. The game of European parties with mechanisms such as 'SPV' and 'INSTEX', which have been raised many times and remained only at the level of the slogan, ultimately forced Tehran to take reciprocal action.

Iran, even after the official departure of the United States, exercised restraint for a year and gave Europe a deadline to take a serious and objective action to save the deal. On the anniversary of Tramp's withdrawal of the deal, the Supreme National Security Council concluded that it would review its obligations on the same day.

In a statement issued by the council, Articles 26 and 36 can be seen if they allowed Iran to halt or partially implement their obligations if the other parties did not comply with their obligations.

Tehran's decision to alleviate the volume of its commitments, especially in the field of heavy water and enriched uranium, was followed after Trump refused to extend the exemption of transferring of the heavy water and exchange of the enriched uranium with yellow cake.

In addition to relieving the extent of its commitments, the Supreme National Security Council gave the P4 + 1, 60-day deadline to fulfill its commitments, especially in the banking and oil fields.

Iran’s reciprocal action in the implementation of the JCPOA obligations on one hand and increasing tensions between Tehran and Washington in recent days on the other hand, has caused the European Union leaders to struggle for saving the JCPOA.

The foreign ministers of the three European countries convened a few days ago in Brussels to examine the repercussions and consequences of the event; a meeting that concluded in full support of the nuclear deal and the promise of implementation of INSTEX in the coming weeks.

This is not the first time the European authorities have made such promises to make Tehran hopeful on saving the JCPOA. Some experts in the European refer to the move by the European as a strategy to buy time, and in turn, some have opposite view and believe that lifting the US sanctions and other European firms to cooperate with Tehran is time consuming.
