This is not possible but 'through active contribution of all the people, elites and institutions,' he wrote.
'This is the way expected to create hope and momentum, letting everyone make a contribution based on their will in deciding their fate,' Iran's first vice president said.
In recent days, people in different parts of Iran have taken to streets to protest over the economic situation in the country.
Influenced by the foreign enemies of the Islamic Republic, the protests have sometimes turned violent.
