The factors consist of creating relative trust, avoiding threatening language, and expressing readiness to lift sanctions imposed on the Islamic Republic of Iran.
The nuclear negotiations to return to the Joint Comprehensive Plan of Action (JCPOA) stopped on June 20, 2021, when presidential election campaign kicked off in Iran. Now, the Iranian people and political experts think about the timing of resumption of the talks.
The high-ranking Iranian officials have repeatedly emphasized that Tehran wants to continue talks. President Ebrahim Raisi explicitly stated that his administration puts negotiation on agenda, because they want to see sanctions lifted; however, the Islamic Republic is willing to pursue fruitful talks and will not accept a negotiation for the sake of negotiation.
Saeed Khatibzadeh, Foreign Ministry spokesman, underlined last week that the Vienna talks will be held in the future, but the US should bring a real agenda, and that Iran will not wait for it forever, when Washington continues imposing illegal sanctions on the Iranian nation.
Ruling out the tactic of wasting time, Iranian Minister of Foreign Affairs Hossein Amirabdollahian stipulated that the other side could understand that it takes two or three months for the new administration to be established and that the Ministry of Foreign Affairs and the 13th administration in Iran would definitely put the Vienna talks and the revival of the JCPOA on agenda.
The European and American officials are of the opinion that the gap between the sixth and seventh rounds of the Vienna talks will make it hard to revive the nuclear deal. Tehran is also after revival of the international accord but does not want to accept new demands by the Western signatories of the agreement.
The US State Department said in a statement on Tuesday (7 September) that US Special Envoy for Iran Robert Malley's visit to Moscow and Paris covers "Iran’s nuclear program and the need to quickly reach and implement an understanding on a mutual return to compliance with the Joint Comprehensive Plan of Action.”
European officials also called for resumption of nuclear talks in Vienna, Austria. Emmanuel Macron, the French president, called for Iran's return to the negotiating table at least on two phone calls in recent weeks.
Following the establishment of Raisi's government and Parliament's votes for Hossein Amirabdollahian to lead Iran's Ministry of Foreign Affairs and Mohammad Eslami to preside over the Atomic Energy Organization of Iran (AEOI), the way for resumption of talks is ready, but the US should try to repair distrust, which stems from former US President Donald Trump'd administration's withdrawal from the JCPOA in 2018, and to stop using threats and sanctions in dealing with the Iranians.
